Taking a Stand for Wyoming

Wyoming Freedom Caucus members are a powerful force for conservative values. We champion limited government, strong families, and individual liberty, as outlined in the U.S. and Wyoming Constitutions.

We’ve successfully sponsored legislation to protect unborn life, to ensure secure our elections, to bar men from women’s sports and spaces, and to restore the Second Amendment. 

We are successful because of our like-minded commitment to common sense, conservative principles– and because we work for the people, not the government. 

Chairman Representative Rachel Rodriguez-Williams

Rachel is a former law enforcement officer, representing House District 50 in the Wyoming House of Representatives and lives near the eastern gate of Yellowstone National Park. She is the Chairman of the House Labor, Health & Social Services Committee. 

A fearless advocate for the unborn, Rachel has successfully sponsored the highest number of pro-life bills in Wyoming history, ushering in the state’s trigger law that took effect after the fall of Roe v. Wade and a first-of-its-kind measure to protect life from the moment of conception. 

Rachel also successfully defunded a portion of Wyoming’s biggest “economic development” institution to force compliance with state law protecting the firearms industry from financial industry discrimination. 

Rachel has been recognized as one of the most conservative members of the Wyoming House every year by CPAC’s Center for Legislative Accountability.

Representative Jeremy Haroldson

Jeremy is a founding member and the Vice Chairman of the Wyoming Freedom Caucus and represents House District 4 in rural Laramie and Platte Counties. 

Jeremy successfully sponsored legislation to close Wyoming’s primary elections after Liz Cheney openly courted registered Democrats to switch their party affiliation and vote for her in 2022. 

He also successfully sponsored a historic bill to repeal gun free zones in Wyoming.

Representative Scott Heiner

Scott, a founding member of the Wyoming Freedom Caucus, represents House District 18 in rural Lincoln, Sweetwater, and Unita Counties. 

A budget hawk, Scott led the WYFC to offer over $700 million in cuts to the state’s most recent biennial budget, which was the largest in state history. 

Scott has successfully sponsored legislation to deregulate daycares and to allow local government officials to waive their salary. He has also fought tirelessly to make the Wyoming attorney general an elected position. 

Scott is a voice for conservatism and chairman of the Minerals and Federal Natural Resource Management Committees, and is spearheading the fight against the Bureau of Land Management’s Resource Management Plan tying up millions of acres of land in southwest Wyoming. 

Representative Pepper Ottman

Pepper, a founding member of the WYFC, represents House District 34 in rural Fremont County, and is a former teacher and public school employee. 

Pepper is an expert on Biden’s 30×30 Plan and the disastrous consequences it will have on Wyoming and the American West. 

She has co-sponsored legislation to protect unborn babies and serves as a volunteer at her local crisis pregnancy center, and has spent her time in the Wyoming House focusing on parental rights, private property rights, school choice, and pro-life causes.

Emeritus Chairman Representative John Bear

A former Naval officer, John has worked in leadership roles his entire professional life. John was elected to the Wyoming Legislature in 2020 and is the chairman of the House Appropriations Committee.

John was unanimously elected to the Chairmanship of the Wyoming Freedom Caucus in 2022 and led the organization through its growth and cooperative partnership with the State Freedom Caucus Network. 

John owns several small businesses in Gillette Wyoming and he and his wife Sage are earnestly striving to keep their community conservative and flourishing.  They raised two children and have four grandchildren.

Speaker of the House Chip Neiman

Along with his wife Joni, Chip owns and operates Tower Valley JH Ranch, a cattle and hay-producing operation on the Belle Fourche River in northeast Wyoming, which was established before Wyoming became a state.

He is married, the father of two married children and blessed with four grandchildren. He aims to honor Christ in every aspect of his life, do a professional job growing and protecting his business for future generations of agriculturalists, and advance the cause of conservatism by honoring the Constitution and protecting liberty.

Chip was elected to the Wyoming House in 2020.  In 2022 he was elected Majority Floor Leader as a conservative while the Speaker at that time was not. Chip was the prime sponsor on 2021’s HB0229 “Livestock Identification Choice Act”, which protects the privacy of livestock owners from governmental disclosure, which was signed into law. He was cosponsor and architect of 2022’s HB92, the Wyoming abortion “trigger law”, 2023’s HB0152 “Life is a Human Right Act”, Wyoming’s abortion ban.

He was also the prime sponsor of 2023’s HB0070, which guarantees homeschool freedom by eliminating the requirement that an instructional program be provided by a single-family unit, and was signed into law in 2023.

Representative Tomi Strock

Tomi is a 4th generation rancher who has lived over five decades in Converse County. She is a wife, daughter, mother, and grandmother who cares deeply about faith, family, and freedom. Her life is filled with hard work and the desire to see her family flourish. 

She has the same desire to see our county and state thrive and grow; to see our friends and neighbors enjoy the freedoms afforded to us by our Wyoming way of life.

Maintaining our liberties takes hard work and vigilance to ensure that the place we love and the way we live is not destroyed. Tomi’s whole life is based in this county and she will always be a public servant who gives her all to keep Wyoming free.

Tomi was the prime sponsor of House Bill 46, the historic Homeschool Freedom Act. 

Representative Chris Knapp

Chris is a fourth generation Wyomingite and father of two daughters. He has been a small business owner in Gillette, Wyoming for over 20 years, and got his start in politics serving as a Campbell County Commissioner for 12 years. 

Chris was elected to represent Wyoming’s 53rd House District in 2020 and is a founding member of the Wyoming Freedom Caucus. He has introduced or co-sponsored over thirty bills including voter integrity measures, 2nd Amendment protection, severance tax reductions, protections against federal land acquisition, and has been a staunch budget hawk. He serves as the chairman of the House Corporations, Elections, & Political Subdivisions Committee. 

He has been recognized as one of the most conservative members of the Wyoming House every year by CPAC’s Center for Legislative Accountability.

Representative Daniel Singh

Daniel is a second-generation American and Wyoming native and has a lifetime of serving in the mission field with an emphasis on evangelism. He has served on over 20 evangelical missions both locally and internationally and is a devoted member of his community. After early studies in history at his local community college, Daniel graduated from Calvary Chapel Bible College in Murrieta, California. 

 

Daniel was elected to serve Wyoming’s 61st House District in 2022. During his first term, he successfully sponsored and introduced House Bill 239, which decriminalized unattended vehicle idling in Wyoming. He also championed Senate File 131, which prohibited the delivery of unsolicited ballot request forms- a campaign tactic used by then-Representative Cheney during the 2022 Wyoming primary election. Daniel also successfully sponsored a state ban on central bank digital currencies. 

Representative Ken Pendergraft

Ken is a retired contractor, preacher and combat veteran. Married 43 years, father of three and grandfather of 10, he represents Sheridan Wyoming’s House District 29. Ken currently serves as the vice chair of the Appropriations Committee.

Ken is a staunch advocate for homeschoolers, life, the Second Amendment and state’s rights, constantly seeking to stop federal overreach. Ken has successfully fought for legislation to extend more liberty to home educators and preserve and defend the second amendment. He has successfully sponsored a bill through the legislature that never received a negative vote in any committee nor in either chamber. This law streamlines red tape for veterans, assisting them in accessing the benefits they’ve earned.

Ken is deeply grateful for the examples of great legislators who have gone before him and have mentored him. He’s dedicated to passing on that legacy of mentorship so that liberty might remain throughout all generations.

Representative Scott Smith

Scott grew up in Detroit, served as a missionary teacher in Honduras, and has an extensive background in finance. He became involved in politics after praying at the State Capitol every week and observing the legislative process. He recognized that a majority of the body didn’t hold the same conservative, faith-based beliefs that he did, and decided to run in 2022. 

Scott acted as a budget hawk during the 2023 Legislative Session, offering budget amendments left and right to cut excessive spending. He sponsored legislation to prevent former legislators from lobbying for two years after exiting the body, which was killed by establishment Republicans who rely on such lobbyists in the legislature.

Representative Bill Allemand

Bill is a lifelong Wyomingite who represents House District 58 in rural Natrona County. 


After beating out a pro-choice, big spending, longtime incumbent in 2022, Allemand got to work focusing on protecting Second Amendment rights and prohibiting foreign ownership of agricultural land. 


Bill successfully ushered through legislation to prohibit discrimination and tracking of firearms purchases, and is a strong voice for common sense, ranking as one of the most conservative legislators in Wyoming. 


Representative John Winter

John is a founding member of the Wyoming Freedom Caucus and serves House District 28 in rural Big Horn, Hot Springs, and Park Counties. 

John is a common-sense conservative, serving as chairman of the House Agriculture, State and Public Lands & Water Resources Committee. 

He is a loyal advocate for Wyoming agricultural producers.
